Director of Medicaid Initiatives
Families USA, a national voice for health care consumers dedicated to the achievement of high-quality, affordable health care for all, is seeking a Director of Medicaid Initiatives to direct and develop organizational strategy related to Medicaid and to shape our response to changing political dynamics at the federal and state levels.
SPECIFIC DUTIES and RESPONSIBILITIES
As a key member of the Health Policy team, the Director of Medicaid Initiatives will:
- Develop and guide organizational strategy related to Medicaid, including ongoing evaluation of the impact of Medicaid-related legislative and administrative policy developments
- Lead Families USA’s efforts to sustain a strong Medicaid program across organizational focus areas of coverage, equity, payment, and care delivery issues, at the federal and state levels
- Lead Families USA’s efforts to defend against restrictive section 1115 waivers and to support Medicaid expansion
- Represent Families USA as a leading nonpartisan voice on Medicaid policy in national legislative and administrative policy discussions and the media
- Develop state-level Medicaid policy recommendations and advocacy approaches in program areas including health equity, early childhood, and delivery system transformation
- Pilot the creation of the Families USA’s position and response on Medicaid policy issues for multiple audiences, including federal and state policymakers and advocacy partners
- Direct Families USA’s formal comment process on Medicaid regulatory and waiver proposals
- Author or oversee the completion of written analyses on legislative and administrative proposals, including regulatory comments, issue briefs, rapid response analyses, fact sheets, blogs, and other written collateral necessary to execute organization’s Medicaid-related strategies
- Manage a small Medicaid policy team and supervise and delegate Medicaid-related work to Health Policy team staff
- Serve as key spokesperson/contact on Medicaid-related inquiries from media, funders, policymakers, and national and state partners
- Regularly develop and execute presentations for external audiences providing in-depth policy knowledge on Medicaid topics in briefings, conference sessions, webinars, and conference calls
- Develop and draft grant proposals and work directly with funders to demonstrate the progress of our work
EDUCATION and EXPERIENCE
- Bachelor’s degree and eight or more years of experience working on Medicaid issues at the federal level and/or state-level, or with a focus on state-level delivery system reform
- Significant leadership experience in health policy with demonstrated understanding of public programs and the health system
- Understanding of and experience with federal and state-level policy making processes (both legislative and administrative); existing relationships with policymakers/policymaker staff (state, Administration, Congress) a plus
- Strong policy research and analysis skills
- Excellent writing skills, including an ability to communicate complex policies ideas in a clear, concise, well-written manner, and to adapt policy analyses for a variety of audiences
- Experience representing an organization with media, federal and state regulators, state and national partners, and funders
- Ability to serve as spokesperson on Medicaid issues
- Self-starter and collaborative team player, comfortable managing as well as executing projects as required
